The answer is yes! The new HARP changes have done away with the previous limitations. There is no cap on how far upside down or underwater a homeowner can be to get a HARP refinance. It is important, however, that you be current on your mortgage. You can not have missed more than one payment in the past 11 months, and none in the previous 6 months.
