    I am not really sure what the question is. But if you are going to consolidate I would look for better offers than that. Usually (my company services loans for them so I kind of know how it works) after you amke your first payment so long as it is on time they will send you a check within a month or so afterwards for that 1% rebate. May be a hundred dollars, may be a thousand, depending on your balance. But that is a one time thing and then you are fixed at your 7.25% interest rate for the life of the loan (or whatever your interest rate is currently at). I would avoid consolidating right now altogether because the rates are so high. But if you feel the need to then look for a company that has an incentive such as a 1-2% inerest rate reduction after 36 ontime payments. This will save you more money in the long run.

    ALG is legit in their offer, there are just better offers out there. I know that rebate check sounds tempting, but that is why they offer it. It saves them money because that is a one time payment they make to you. They lose more money if they offer a rate reduction.
