Does a foreclosure notice have to be signed by a judge and if by an attorney does it have to be notorized?

I was Illegally locked out of my home by a realtor claiming foreclosure on what I believe was a fictitious loan. The Foreclosure notice that was filed in the city’s land records was signed by an attorney, not a court officer. Isn’t it supposed to be signed by a judge or appointee. Evidence suggest that fraud was committed in at least one of the property transaction.
