    Without seeing the actual letter nobody here can know if it’s from Chase or a scammer pretending to be Chase. Call Chase directly or bring the letter in to your local branch and ask them

    If your mortgage is held by Chase, call your local branch manager to confirm the letter.

    I did get one of those letters. Basically they wanted to lower my rate to keep me from re-financing somewhere else. There was no out-of-pocket cost (fees added to my principle, savings in the loan payment paid them in about 3-4 months) and all the paper work was signed on my dinning room table.
